PREMERA BLUE CROSS FAILED TO ACT ON SECURITY WARNINGS
Three weeks before the May 2014 data breach, Premera Blue Cross received a warning from the U.S. Office of Personnel Management that its data security systems were inadequate. Premera did not act on the warning until June 30th, 2014, leaving a gap between Premera receiving warning and having its system breached. It is also unclear if Premera Blue Cross followed the data security recommendations after the breach occurred.
